A Client In Need of Sub-Contracting Efficiency
Companies with prime contracts from the U.S. Government are responsible for planning, awarding, and administering subcontracts. However, they must first obtain consent from the contracting officer prior to awarding the final subcontract.
A client required assistance managing its subcontract negotiations and pre-award actions. The client did not have standard templates and employees frequently needed to re-key data into multiple documents and spreadsheets. This method was time-consuming, decentralized, and inefficient. Worse, it resulted in inconsistent and sometimes incomplete documentation being submitted to the Contracting Officer. When it wasn’t done right, the process started all over again—delaying the subcontracting process.

They were able to provide more complete and detailed consent request packages that contain all of the necessary information. In the end the solution provided by Savanna Consulting reduced management costs and developed a more efficient, compliant and auditable subcontract negotiation and management system.

Additionally, we developed a template library that included the following documents:
1. Non-Disclosure Agreements (NDA)
2. Teaming Agreements (TA)
3. Subcontract Proposal Request Packet
4. Memorandum of Negotiation
5. Request for Consent to Subcontract
6. Determination of Price Reasonable (for Subs that were approved under and IQC)
Savanna also developed corresponding procedures and guidelines. This allowed subcontract negotiators to prepare all of the documentation required to justify the selection of individual subcontractors. |
